Before joining Silverang, Rosenzweig & Haltzman, LLC, as Senior Litigation Counsel, Barbara A. Fein was principal and managing attorney of her majority woman-owned law firm operating in Pennsylvania and New Jersey for well over 25 years. Barbara's practice focused on commercial litigation and all aspects of creditors rights' law including bankruptcy, foreclosure, evictions, and real estate-owned disposition.

For three decades, Barbara has managed portfolios of mortgages through foreclosure, bankruptcy and related proceedings. She has zealously and successfully defended her banking and mortgage clients against claims raised under the increasingly complex minefield known as the "Regulatory Alphabet Soup" of federal consumer protection and banking regulations statutes, including The Fair Debt Collection Practices Act (FDCPA), the Real Estate Settlement Procedures Act of 1974 (RESPA), The Truth in Lending Act of 1968 (TILA), The Fair Credit Reporting Act (FCRA), the Uniform Commercial Code (UCC), etc. guiding her institutional and private lender and lienholder clients through the precipitous evolving regulatory environment. She has served as consultant on behalf of those institutional and private clients, successfully defending them against complaints lodged through the Consumer Financial Protection Bureau (CFPB), the Financial Industry Regulatory Authority (FINRA), the Office of the Comptroller of the Currency (OCC) and the U.S. Securities and Exchange Commission (SEC).

Her tenacious investigative prowess has earned Barbara a reputation for finding non-traditional title curative solutions, including complex estate and probate matters. Barbara's creativity and meticulous devotion to detail have served her well as an expert witness in a significant number of complex cases. She has also been appointed by the Superior Court of New Jersey to serve as Guardian ad Litem in over 100 cases requiring her to defend minors and incompetent adults in civil matters where their property rights are at risk.

Barbara earned her J.D. from Temple University School of Law in 1988, and her undergraduate degrees in English, Journalism and Secondary Teaching from Stony Brook University (N.Y.)

Barbara has been a featured panelist in various continuing legal education seminars and her expertise has often been called upon as a resource for other practitioners. She remains a proud member of Philadelphia's acclaimed Mortgage Foreclosure Steering Committee since its inception by The Honorable Annette M. Rizzo in 2004. She was a proud and active participant in 2008, that Committee and the Philadelphia County Court of Common Pleas birthed the nationally recognized "Residential Mortgage Foreclosure Diversion Pilot Program".

Barbara is admitted to practice law in Pennsylvania and New Jersey, as well as federal practice in the United States District Courts for the Eastern, Middle and Western Districts of Pennsylvania and the District of New Jersey, and various pro hac vice admissions. She has successfully argued appellate cases before the Third Circuit Court of Appeals, the Superior Court of Pennsylvania and New Jersey's Appellate Division.

A resident of Montgomery County nearly all her life, Barbara is a member of various local legal and civic organizations.

Barbara previously taught High School English in Vermont and reviewed film, theatre and the arts as a columnist in New York. Despite her best efforts to squelch them, rumors persist that Barbara has a wicked sense of humor.
